Stakeholder Analysis
The key stakeholders for Camp Thoreau are YoungStar, a program run by the Department of Children and Families, Wisconsin Shares, the School Board for MPS, MPS Recreation Division/the Principal of Thoreau School, Parents/Families, Camp staff, The Registry, surrounding childcare facilities, School staff, and the surrounding community.
YoungStar is probably our most important stakeholder because the evaluation they conduct can cause us to lose 5% of our funding through WI Shares depending on what rating we earn. I will work very hard to earn the best possible rating and each year try to improve upon that. One aspect of earning a top rating is to have our staff at an appropriate educational level that is in compliance with the Youngstar regulations. It is our responsibility to facilitate professional development opportunities for our staff. Help provide the means to attend college classes by using a T.E.A.C.H. scholarship or give them the ability to locate which classes will benefit them as staff members but also in other ways as well.
Wisconsin Shares is one of the main sources of our funding. About 40% of our families are low income and are eligible for assistance from WI Shares. I am responsible for reporting the hours used by each child that is subsidized by WI Shares. They are motivated to make sure that all Centers are following the rules because there has been so much fraud in the past. The Department of Children and Families has taken over control WI Shares and has implemented YoungStar as a help to parents as they choose a Child Care Facility that is best for them. As a Camp Director I strive to stay in compliance with all rules that they have so that we can serve our families to the best of our ability.
Our parents and families are stakeholders because we provide them with a service that is very important to them. They are motivated to find the best care for their children that provide hours that work with their schedule, which provides care for a large range of ages so their children can attend one facility, affordable rates and a trustworthy educated staff. We try hard to provide all of that and more so that our parents, children and staff are content and continue to support the program.
The Milwaukee Public School Board of Directors, Milwaukee Recreation Division and the Principals who supervise the Camps are motivated to supply its families with well-run Camp programs that can provide homework help and recreation. As a district we are struggling to bring up the test scores of all students and motivate them to do their best. The standards that are set for our programs are monitored and improved upon as much as possible.
The staff that we employ is a motivated because they are supported by this program. We do not have a high turnover rate which is positive for our staff as well as for our families. We work together as a team to accomplish a common goal which is to run the best program possible. The Registry evaluates the staff’s educational levels and that gives us a starting point for progress. The more we advance our education as a group the better our program will be.
The surrounding Child Care Programs affect us because we are in competition with one another. As the economy becomes worse we lose families because one or both parents are not working. It becomes a struggle to keep a program running without the proper budget. We strive to stay competitive.
The School teachers at Thoreau are stakeholders because we use their spaces while trying to help students do homework and improve upon their study skills. We try to keep communication open when we pick up the students from their care at the end of the day. We gain their support when students improve on test scores or on regular everyday work.
Our last influential stakeholder is the Community. The surrounding residential areas as well as businesses are directly affected by the Camp program. We support the nearby businesses financially when we visit them for field trips. The neighborhood library is a resource for us as a program. We have to gain the support of the residents that live nearby being good neighbors to them.
